A Timeline of Innovation

1946

In March 1946, Fulton S. Mills and James T. Gibson founded Engineering Service to provide engineering and surveying personnel to oil, pipeline, and utility companies in the mid-south states.

Early 1960s

Space Program Involvement

Space Program Involvement

In the early 1960s, Engineering Service’s mapping section was selected to create the Project Mercury Recovery Chart. The charts were used in Recovery and Tracking Operations for Gemini Flight GT-12 and the Apollo Missions, leading to the establishment of Mercury Maps, Inc.

1964

Evolution to M & G Enterprises, Inc.

In 1964, the firm incorporated as M & G Enterprises, Inc., reflecting the legacy of its founders while marking a new phase in its journey.

Meet the dedicated professionals leading Engineering Service, each bringing their unique expertise and vision to every project.

Charles T. Parker, P.E.

President

Tim joined the firm in 1993 and has over 30 years of experience in consulting engineering. As a Principal Engineer with the firm, he has experience with transportation projects, potable water system projects, sanitary sewer system projects, site planning for commercial development, and drainage facilities. He currently serves as County Engineer, State Aid County Engineer, and State Aid LSBP Engineer for Rankin County, Mississippi as well as the City Engineer for Florence, Mississippi. Tim holds a professional engineering license in the State of Mississippi and is a member of the National Society of Professional Engineers, National Association of County Engineers, Mississippi Engineering Society, and the Mississippi Association of County Engineers.

Christopher S. Bass, P.E.

Vice President

Chris joined the firm in 2004 and currently manages the Engineering Department. He has over 25 years of experience in multiple phases of geotechnical, Phase I environmental assessment, water, sewer, streets, drainage, land development and structural design. He has worked for both governmental agencies and private development including DOD, DOE, and LPA projects. Chris holds professional engineering licenses in the States of Mississippi, Louisiana, and Texas and is a member of the National Society of Professional Engineers, the American Society of Civil Engineers, the American Water Works Association, and the Mississippi Engineering Society.

Jacob L. Shelby, P.E.

Secretary/Treasurer

Jake serves as the Secretary/Treasurer of the Corporation. Jake joined the firm in 2016 and has over 7 years of experience in site development, potable water distribution systems, sanitary sewer collection systems, stormwater drainage and detention design, and roadway design. He currently serves as the City Engineer for Richland, Mississippi. Jake holds professional engineering licenses in the States of Mississippi and Alabama. He is active with the American Council of Engineering Companies of Mississippi and is a member of the National Society of Professional Engineers and the Mississippi Engineering Society.
